As roads cater to multiple services and are lifelines that connect the various parts of the city, they have multiple stakeholders within the government. The Road Safety Committee in Chennai constitutes of the following people:

This committee has been entrusted with the job of considering various measures needed to promote road safety, prepare road safety plans with special attention to the accident prone spots/stretches, training, accident analysis,  maintenance of roads, drivers training, accident analysis, publicity initiatives and efforts, traffic planning, highway patrol and passenger amenities, etc.

Thus, a representation of all the departments pertaining to road activities are present in this committee and are collectively responsible for road safety. Although this committee exists, the Corporation and the Highways Department are responsible for building and maintaining the infrastructure while the Traffic Police are entrusted with the enforcement of traffic regulations, educating the motorists and laying zebra crossings. The Transport Commissioner, who heads the RTOs (Regional Transport Offices) is responsible for collecting taxes, and, as a road safety tax has been levied since August 2009, he is responsible to keep an account of the money.
